    • The applicant for qualification must be a legally recognized Saudi national or a foreign investor with a valid license to commence operations, in accordance with the Foreign Investment Law and its regulations in the Kingdom.

      What is qualification?
      Qualification is a notification issued by The National Center for the Prevention and Control of Plant Pests and Animal Diseases (Weqaa), indicating the preliminary acceptance of the application based on the fulfillment of specified administrative requirements. Qualification aims to enable establishments to complete the technical requirements and necessary preparations before obtaining the final license.
      What is licensing?
      Licensing is an official document issued by the center, granted to qualified entities after meeting all administrative and technical requirements. It authorizes them to carry out prevention and control activities in accordance with approved regulations and guidelines.
      What is the difference between qualification and licensing?
      Qualification represents the preliminary acceptance of an application based on the fulfillment of administrative requirements; however, it does not authorize the entity to engage in activities. Licensing, on the other hand, is the final step that allows the entity to officially conduct activities according to the defined regulations.
      Who is eligible to apply for qualification and licensing?
      Saudi establishments or foreign investors holding legal licenses under the foreign investment regulations in the Kingdom are eligible to apply and must fulfill all regulatory and technical requirements as specified by the center.
      What services are covered by qualification and licensing?
      The qualification and licensing services include all activities officially launched for qualification and licensing by National Center for the Prevention and Control of Plant Pests and Animal Diseases (Weqaa), These services are determined according to the classifications approved by the center. The list of currently available services can be accessed through the electronic qualification and licensing platform.
      How can an application for qualification or licensing be submitted?
      Applications must be submitted through the electronic qualification and licensing platform by following these steps: 1. Select the required service. 2. Verify compliance with all requirements. 3. Submit the necessary documents. 4. Await review and issuance of qualification or license.
      What is the processing time for qualification and licensing applications?
       Qualification notifications are issued within three (3) days from the application submission date.  Final licenses are issued within seven (7) days after fulfilling all technical and administrative requirements.
      Can an entity start operations after receiving the qualification notification?
      No, entities are not permitted to conduct any activities until they obtain the final license from the center.
      What are the reasons an application for qualification or licensing may be rejected?
      • Failure to meet the required administrative or technical standards. • Existing financial obligations or unresolved violations. • Submission of incorrect or incomplete information.
      Are there fees for qualification or licensing applications?
      No, qualification and licensing applications are free of charge. These services are provided by The National Center for the Prevention and Control of Plant Pests and Animal Diseases (Weqaa), at no cost, in accordance with approved regulations and requirements.
      How can applicants track the status of their application?
      Applicants can monitor their application status by logging into the electronic platform and using their application number to check for updates.
      Can an entity apply for multiple services simultaneously?
      Yes, the platform allows entities to apply for multiple services, provided that they meet the requirements for each service separately.
      What steps should be taken if modifications are needed after submitting an application?
      Applicants can submit a modification request through the platform, where it will be reviewed by the relevant authority according to the approved regulations.
      Are licensed service providers subject to monitoring by the center?
      Yes, all qualified and licensed service providers are subject to periodic monitoring by the center to ensure compliance with approved standards and requirements.
